Collaborative Libraries Forum (CLF) Meeting Minutes

In Attendance:
LuAnn Johnson (WLSC), Thelma Hutchins (FSC), Carol Carlton (SWVCC), Laura Neal (SC), Frances O'Brien (WVU), Mary Frances Bodemuller (WVSOM), Monica Brooks (MU), R. N. Sharma (WVSC), Linda Bane (PSC), Mitch Casto (WVU-Tech), Lisa Gianettino (WVU-P), Mary Salony (WVNCC), Ed Ward (WVNET), and Henry Blosser (WVNET).

Presented by LuAnn Johnson, Interim Chair (West Liberty State College):
The WVNET Policy Board Collaborative Libraries Forum was created to provide advice to the WVNET Policy Board. The membership includes librarians from higher education, the WV Library Commission, public libraries, and K-12.

  • This group is to represent the entire library community.

  • The CLF role is to provide input regarding library trends and needs that impact WVNET.

  • CLF will provide a report at each policy meeting with recommendations for policy action and directives for long range planning, policy, and finance. (Must use specific format.)

  • CLF will share information and address/respond to issues in librarianship.

  • CLF suggestions and recommendations will be shared w/ members of the administration of the WV government.

  • Nominations and vote for new chairman: Frances O'Brien (West Virginia University) and Monica Brooks (Marshall University), Co-Chairs.

Future Agenda Items

  1. WV consortium progress
  2. Inclusion of K12 and public libraries
  3. Infrastructure, access and support (menu of current WV status)
  4. Intellectual freedom and filtering issues
  5. Materials, technology and over-all funding for libraries
  6. Information literacy for WV citizens
  7. Shared interlibrary loan services and centralized training
  8. Electronic resource sharing and coordination/negotiation of online license agreements
  9. Organizing information at the local level i.e. portals (Low priority)

Above agenda items can be divided into three sub-groups:

  1. Consortium
  2. Resource sharing
  3. Intellectual freedom

Before we begin:

  • An over-all assessment of our current state of affairs must to be done first
  • Timeline established for action items
  • Three subgroups will be formed by invitation or appointment
  • Support for most appropriate communication method (listserves and webpage)

Other items of discussion

  • Support of SB653 and idea that access is ubiquitous to all WV-ians
  • WVNET appointment or consideration of a "librarian's librarian" to assist with state-level coordination of services and support for libraries
  • Distance education
  • Training and sharing continuing education opportunities
  • Intellectual freedom -- a forum
  • Filtering -- K-12 and state offices
  • Digital library of WV concept -- licensing per use model
  • WebCT training to help encourage participation

ACTION: Inventory and assessment

Next meeting will be in December of 2000.
